Theoretically. I don't think it is possible for us to ever be completely clean. It's also highly likely that the water itself is dirtier than us.
It could be that the towel itself is used to remove any remaining dead skin from our bodies. While, not inherently dirty to us, it still is undesirable to dry oneself with a towel that already has your dead skin on it.

Wouldn't sleeping be a wiser choice?
