I believe that the Ministry wants to know what's going on here. I think they want more of a hand in how Dumbledore runs the place than they do so they've appointed a High Inquisitor to keep the teachers on their toes and to give the Ministry more power.

But I think Snow has his own agenda. That's the piece of the puzzle I haven't yet worked out.
