It seems the powers that be have quite the esoteric sense of humour. I arrive to take up my new duties and a large portion of the student body has been rendered incapable of reading anything more challenging than the most simplified versions of "Babbity Rabbity and her Cackling Stump".

In any case, greetings, Hogwarts. My name is Ezra Fell. Headmaster Dumbledore has requested I take up the mantle as Librarian of this school, as apparently my predecessor was found lacking in some way. Some of you may be familiar with the bookshop I run in Soho down in London; it's a popular location for youngsters to duck into to try to pluck up the courage to try to sneak into some of the more... illicit establishments in the area.

[VOICE]

Er, I might as well speak this part as some of the potentially interested parties may not be able to read at this juncture. If any of the small children would like to see a presentation of Muggle sleight-of-hand "magic", I am something of an enthusiast and would be pleased to put on a show.

My name is Mr. Fell; I'm the new Librarian here at Hogwarts. Do you know or remember what Hogwarts is?

[Someone's going to make an unsure effort to get closer, but be warned he will bolt like lightening if he gets scared!]

Well, whoever this 'Tony' is, he certainly has not led you astray.

I suppose it may be difficult for you to believe now, but you are... or, rather, will be... a student here. After all, it's rather unlikely that a small child would wander onto the school grounds as a mere coincidence.

I think I'm here because of that, um, M, Mi6 guy.

[FROWN!]

He's always telling my parents they have to go on trips and leave me at home...

Maybe they left me here...

[Peter this is why they don't let you out of the house and have friends.]

[Oh no, small frowning child. Ezra looks a bit flustered and tries to regain footing the best way he knows how: thinking!] Mi6?

[He pauses for a moment, looking lost in thought. Then something seems to dawn on him.]

Ah, yes. Muggle government. [Nice vaguely dismissive tone there, Ezra.]

Well, dear boy, even if your parents must be away from you frequently, I'm sure it must trouble them greatly.
