How is it not a bad thing? Unless you're a Gryffindor, as they seem to thrive on noise and disruption. But it's not as though they need to concentrate for anything they do.
Did you completely ignore the word 'disruption'? Noise is a distraction from study. It can also cause actual physical damage, though probably not at the levels produced by rowdy students.
